I have encountered an issue with custom cosmetic mods.

I installed several cosmetic mods for building skins (for example, Chinese architecture). My friend installed the same mods and then joined me via a non-dedicated server. I applied a cosmetic skin to a structure and it worked correctly on my end; however, my friend cannot see the skin.

We both restarted the game, but the issue persists. The “Disable Custom Cosmetic” option is turned off on his side as well.

How can this problem be resolved? I was planning to purchase the premium mod “Golden Dynasty” in the future, but it would not make sense if only I can see the building skins.

You have to toggle Disable Dynamic Downloading of Cosmetic Mods to On. and then install the ones you want. If you go up to a structure in-world it will give you a a 'use' prompt to go to curseforge and see/install the mod.

Yeah i had to just hit undownload all mods because it was installed but not in my list of installed mods. It fixed it but now I have zero mods

Yeah you'll have to replace the ones you want. If you leave it set to off, it will just download it again the next time you encounter it in world. I tried also deleting the folders with the mod IDs of the ones I didn't like, and that worked but then I could not uninstall them from the mod browser. It kicked back errors because the folder wasn't there.

Premium mods you don't own also have the same issue, there's no uninstall button.
