The only "necron" thing the Emperor dealt with was the Void Dragon
the lore never once has him acknowledging the necrons at all

Imperial planets:
I mean, not every world in the Imperium is a Hive World, a Forge World, a Cemetery World, a Death World, etc. there are normal worlds out there in 40k. they're just not important to the setting
There's plenty of them in an empire of a million worlds but it doesn't make them a majority even according to gw
And they're not immune to the themes of degradation and whatnot that affect the rest of the Imperium
I think Pavonis from the Nightbringer was a pretty nice planet. It was industrial but still had plenty of healthy wildlife

I would say they would store the tithe but if the governor is stupid it would be use to something useless or to line his pockets
i guess it would depend on what said tithe is for the given world
And probably also in why they can't deliver
A world caught up in war which tithe is manpower is probably somewhat safe
If no one come to gather it the worlds must keep it, until someone come to take it... How they keep it is not imperium business, the thing is that when the imperium will return it will ask every tithe that wasn't paid... And in some cases it can mean the death of the world, since they could conscript the entire population... But that is counting on the imperium having all its paperwork in order
On some occasions the imperium might give the world the duty to ship the tithe, but this would be extremely rare since it would require the world to have fleet for transport which is not something really super common
I forget where I saw this so take it with a massive grain of salt, but I think the general idea in that case is to store the tithe until travel becomes possible. I think one world converted their moon or an asteroid into a giant warehouse so they could store their tithe off world.
adeptus ministorum can requstion any transport ship for tithe delivery; inaddition that the imperial navy usually conducts the tathing transportation to which ever crusade/warfront required

I don't fully get this... The ecclershiarchy can tithe only from their world, and obviously they ask the imperial navy to collect and ship, since you know, they are the navy... The tithe of the actual imperial worlds is handled by the administratum for resource tithes, and by the munitorum for military stuff... And they too get collected by the navy because once again they are the one that have the means to transport stuff

By the time the siege grounds the defenders to dust the armory world is useless because they used up most of the shit being stored there
Hinted at being instigated by abaddon as vraks becoming useless makes the 13th black crusade much easier

Most imperial worlds aren't feudal, most of them are about on part with a modern day dictatorship in terms of quality of life, the only difference is there's a space port, and the dictators have lasguns.

It has core tenants, and is as complex a philosophy as marxism or any other 20th century political theory. The Imperium follows an absolutist moral structure, similar to fascism, but it has separations like the ministorum, and the mechanicus, and most worlds simply follow a feudal model of tithe delivery to the larger imperium. On an individual planet level, there are more fascist planets, and the imperium has definitely gotten more fascistic since the rise of Robote, but still, a fascist dictatorship doesn't work on a galactic scale, it requires too much control that just isn't there in the iumperium which is a government that barely functions enough to survive at the best of times.
