The Eldar were originally mentioned at length with multiple pieces of artwork in the Rogue Trader hardback that kicked off Warhammer 40,000 all the way back in 1987. They made an early splash and had a small range of miniatures in those early days of the Grimdark. Here is a color plate of sample Eldar Pirate from Book of the Astronomican in 1988.

The Eldar Corsair that the Explorers have encountered goes by the name of Badb Ra. She has been sent to Egaria
Omega by her masters because they have detected the meddling of human hands in a region they are sworn to keep the
“despoilers” away from. Badb came to Egaria Omega alone, not to fi ght the intruders in the Egarian Dominion but to
use an artefact her masters have given her to close the maze so that none may enter again. Getting caught was not in her
plan, but Badb is resourceful and utterly determined to complete her mission in any way possible.
Badb Ra wants to seal the maze city because in its heart, it contains an artefact called the Hollow Atlas. The Hollow
Atlas is a rare and powerful device made by the Egarians in their last days, and could grant great power to those who
wield it. In essence, it is a map of the Expanse, but in actuality, it is far more (see page 140). The Crow Spirits know
of the Hollow Atlas, and originally sent Badb Ra to seal the maze city so that the Hollow Atlas (and other secrets of
the Egarian Dominion) remained undiscovered forever. However, with the possibility of Rak’Gol in the city, Badb Ra
is having second thoughts. She knows the Rak’Gol hunger for warp touched artefacts, and fears the thought of them
getting their claws on the Hollow Atlas. Depending on events, she may even be agreeable to taking the Hollow Atlas
from the city to protect it.
The artefact that Badb is carrying takes the form of a pendent made of irregularly formed, jagged white rock, and is
in effect a key. Badb keeps the key on a silver chain about her neck, tucked inside her ragged clothes. When the time is
right, Badb will use the key to realign the Maze City, and escape in the process. So long as they do not actively attempt
to stop her, Badb does not care what happens to the Explorers and their friends. Should they try to cross her, they will
fi nd even a single Crow Spirit Corsair a dangerous foe.
Throughout this part of the adventure, Badb Ra remains cold and aloof, and it takes a charming Explorer to elicit
much in the way of conversation from her. Badb will not allow herself to be taken prisoner, at least not without a major
fi ght, but will not give the Explorers any reason to do so.

Istaurmen Garadhûn
A Corsair of the Crow Spirits, Garadhûn serves as the
Istaurmen—diplomatic liaison—for Fate’s End. Because of
this, he is far more tolerant of humans and other non-Eldar
races than most of his kind. Keep in mind, however, the Crow
Spirits are renowned for their wanton slaughter of all nonEldar they encounter. Garadhûn’s superior is already near
the limit of his patience by the time Fate’s End encounters
the Explorers. The Istaurmen has managed to persuade his
commander not to begin a systematic destruction of all
humans within the Furibundus system. He is actively trying
to lead the Explorers to say the right things to calm his
commander, allowing the Eldar to establish an alliance with
the player characters.
They can, and it turns the corsairs against them

which is a super tough fight, basically death ye lmao
Knowing the crow stats its essentially suicide
corsairs do not fuck about
Takes a lot to fuck it up tho cause the players are the only way istaurmen can get the alliance to work, which is needed for him to reclaim the soulstone of a farseer he thinks is dead
the farseer isnt dead, they are actually working with you at this point, but depending on circumstances may not be present for the meeting and he wont bring them up

Yeee so its literally just
"why would you even ATTACK the corsairs in the first place" kind of option 
They can but they'll meet certain death
yeah, you would already (theoretically) be working with a farseer at this point
Which is why its a RT campaign, RTs can be way more flexible than any Imperial
but if you did choose to pick a fight an encoutner is statted up
Considering players have literaly lept over tables to beat suspected GSC heads in with their fists cause the guy insulted the emporer
wouldnt put it past the players in my sessions to fuck about and find out
The stats could also help to flesh out the power of the corsairs by having them joining a fight aswell

yeah, you can get them to assist you for later stuff
can be super useful, becuase theres a lot at stake in the campaign
I wanna run it one day, its a 3 part adventure
and theres a shit load of outcomes
depending on what players do, they can even literaly doom an entire subsector
Corsairs can get p wild
They can sometimes be even more unpredictable than the drukhari
Since the Drukhari do follow some method to the madness
