because sure the community for WHF was big, but it was stagnant
and new comers could often find themselves outcast

40k its a bit easier for them to revitalize tho
because its done over thousands of years over billions of worlds
so they dont need to full reset, they can just refocus
40k already has one of the advantages that AoS has always had
so in the long run, as long as they dont do anything too stupid 40k literaly has no need to reset
