Here is how (I think) each faction handles psykers:
Imperium - Basically outlaws them unless they go through training, assuming they aren't used as a giant battery.
Eldar - Very valued, almost neccessary.
Orks - That one lad that shoots lightning from his eyes.
Necrons - Only the sentient ones are Psykers.
Tau - Non-existent.
Chaos - Depends on what God you worship.

It was Talos in Soul Hunter. But I think the point of that interaction was not to point out that they had their memories wiped, but that Talos is ashamed of the past he left behind. His company (that he grew up with on Nostramo) remembered her. And Talos recalls numerous stories of his childhood on Nostramo

If we assume there is only one planet per solar system (There SHOULD be more, but this is 40k), then the "million worlds of the Imperium" controls 1/100,000th of all planets.
We can assume most of those are lifeless rocks, but still, given how common life is in 40k that does mean there's tons of xenos species who will literally even hear about the various major powers in the galaxy.
Now, with that in mind, something like 99.99999% of the galaxy is completely inaccessible via the warp.
