It might've not been all according to plan but it's something that turned out to be at least workable by the time of the Solar Reclamation and the Treaty of Mars
For all I know, Dark Age of Humanity was the Emperor's first attempt or at least noteable influence into humanity making an interstellar empire or federation. Maybe there were more like the Emperor back then.

My dog would be the worlds best shedding dog. Unfortunately for him he’s half poodle and will try to rip and tear your hands off if you try to groom him. Everything else is great. Food in his reach he’ll beg but not take. Never pees or poops in the house. Also his feet. Don’t touch them.
