The Inquisition is here because it involves an extremely large chaos cult and traitor guard infestation on a capital world with very important industrial output that has to be secured.
The rogue trader is here because the Inquisitor is busy with matters elsewhere and shes the only one avaliable in Inquisitor Grendyl's list of contacts to provide an operations hub above the planet for his agents, the convicts are just a sunk cost fallacy and whats avaliable at the moment.
The "regular military" Imperial Guard is already deployed on the planet, theres literally multiple dialogues and maps with them literally infront of you. Space Marines are not here because they suck and also cant be everywhere at once.

Most of where we fight is "ground level" or mid-hive. The Torrent seems to be the shittiest and lowest we have been so far but it always goes deeper. And similar to Clandestum Gloriana, its easy to lose places so the Underhive is also made up of a lot of lost and unmapped places
