Is that the House Gangs vary from House to House. House Goliath sees gangs as a militia to be commanded, with gangs being basically independent commands. House Orlock, a gang is often just one extended family/found family within the house. House Escher lets the ladies mostly go off.
In cases of big events, you'll see huuuuge armies mustered made up of a ton of gangs. See: Cinderak Burning for the battle of Cinderak City
