A more interesting difference is the politics involved in getting either a Knight or Titan on the field. Since everything in the Imperium is so fractured. Like in the Taros campaign this one Forge World promises a Titan Legion, but they cant send their own actually, so they have to pull strings to request and plead for a DIFFERENT Forge to send theirs. Etc etc

Yeah, Titan Legions and the Forge World they belong to are all politics and such. Knights are the same but a bit more personal since they're the actual pilot I guess

Titans are largely subservient to their Forge world. The Princeps of the Legion obviously get a say but the Forge World picks where they go and why.
Knights (besides Freeblades) usually belong to their House, who are larping Westeros with Mechs. And they usually have a little more political leeway in picking their battles. But of course, some Knight houses are Admech controlled anyway

Like, they have a standard knight as a basis, but they should be able to customise it in their own way.
Important note is that Freeblades tend to be chronically poor because maintaining a Knight aint easy. So they end up falling in with basically anyone that can help repair/maintain it. Chapters, Forges, Rogue Traders

I think (for your run of the mill Imperial World) the logic goes like this:
The Administratim gives quotas (Tithes) to the governor to fulfill.
If they fulfill it, everyone is happy.
If they don't fulfill it, the governors fucking dies/is accused of treachery (an entirely feasible outcome)
So what we see as callous cruelty by our standards is the harsh result of a planned economy where the governor must meet Tithe quotas
And also also, the governor also knows that if they don't meet tithes enough, the entire planet could be seen as suspect in loyalty and get reconquered
So...yea.
Others have suggested ignorance, but a governor who understands all that knows forcing the planet to meet the tithe quota
Is the only way to survive
