Like in the Taros campaign this one Forge World promises a Titan Legion, but they cant send their own actually, so they have to pull strings to request and plead for a DIFFERENT Forge to send theirs. Etc etc

Titans are largely subservient to their Forge world. The Princeps of the Legion obviously get a say but the Forge World picks where they go and why.

Knights (besides Freeblades) usually belong to their House, who are larping Westeros with Mechs. And they usually have a little more political leeway in picking their battles. But of course, some Knight houses are Admech controlled anyway

I think (for your run of the mill Imperial World) the logic goes like this:

The Administratim gives quotas (Tithes) to the governor to fulfill.

If they fulfill it, everyone is happy.

If they don't fulfill it, the governors fucking dies/is accused of treachery (an entirely feasible outcome)

So what we see as callous cruelty by our standards is the harsh result of a planned economy where the governor must meet Tithe quotas
