Those people are charismatic and usually loyal to the person that placed them in charge, making them more trusted to apply their influence in reaches that they're not.

Bureaucrats are obv going to be the one doing the day to day run up, but they're the one keeping the power in place

Well for sure they're not being meant to be Gouvernors, but rather Sub-Sector overseers and leaders, consolidating the power to be for the Emperor

Many of his generals like Nikanor and Cleitus the Black (who he killed in a drunken rage) were Greek hardliners who failed to adapt and tbh were alike the military governors you mentioned

If Alexander had taken the time to Empire Build and appoint administrators who were more capable and adaptable like Ptolemy or Seleucus instead of overextending himself so he could fight the Pauravas or invade Bactria he might have had more of a lasting empire instead of it being destroyed by the Diadochi in a decade

So now I have a huge BoK army I’m slowly getting round to painting, and a desire to avoid investing in something that gets changed every couple of years

Even as someone around since 3rd edition, I have concluded GW is very much a miniature first company at its core, their rules writing and decisions still kinda suck.

Collect anything from a faction you like, and if it just so happens you end up with a rules legal army, then you think about playing games :p

I mean GW seems to realise their own fuckup and released the character creation rules for what is (probably) a public playtest.

There is a bit of sad history behind this as well - there was a time when GW was pretty hard on What You See is What You Get (probably to sell more shit, but also because there are power gamers who are just trying to get upper hand without explaining anything).

I think this is why in current edition, you start to see some weapons being given vague generic terms instead of exact terms (where possible in lore) to try to capture more conversion opportunities without toppling balance. (E.g. Inquisitorial agents getting an "Agents firearm" weapon and statline so you can convert whatever you like)

(Which is another GW difficulty - having rules for casual play, and balanced rules for competitive tournaments, are very different things.)
