not all commissars go around shooting every sniffle or hiccup.

not all SM are going around inserting to slaughter whole legions,

And so on.

Books obviously only focus on the most desperate or effective actions as theyre interesting

I dont think all commissars are gaunt or Caine, but theyre like hark, theyre both the whip and the carrot
