To be honest a headcanon I have of the Emperor is that he basically has distinct personalities inside of him

it would be more fun if the letter was apart of the plan

and the whole campaign is them trying to solve the murder because the fake letter does make them appear to be the terrorists, and the cops of this city state are corrupt enough (and now unorganzied) to just roll with it

then the letter it self is alot more meaningful for longer
