Very few modern style daggers are that size and they is about the same price. Dagger is inherently harder to make since the blade is thinner because of the double edge. Using cheaper one is actually scary.

Depends on the chapter, the codex non compliant ones definitely don’t abide by that

The 1000 marine limit is only imposed on "battle line" Marines, so roles like Librarians, Apothecaries, etc are uncapped. Vehicle crews also dont count. And on top of that, you're allowed to go over the 1000 during crusades. AND the Codex is more suggestions than guidelines, and even Guilliman himself is real lax about it and sorta doesnt care. Really the whole fear of "legion building" is rarely an issue
And for those that do, there’s almost definitely some squirreled away in an “offshore account” of sorts
That being said, having over 1000 marines isnt easy anyway, so its not like any chapter is intentionally holding back
That too, the Space Wolves are a few thousand and just dont care
Black Templars famously have POSSIBLY up to 10k but they're both on constant crusade and NEVER in one place, spread all over the galaxy
Interesting note is that Guilliman also confirms that recruiting adults is just as possible but its easier to indoctrinate them as children rather than as adults. During the Great Crusade they just grabbed anyone in some Legions, especially during the Heresy
