They also don't follow the traditional path system, are really close with the Harlequin, and were the first to leave the Core Worlds which causes many of the Craftworlders to view them with suspicion.

Harlequins basically function on the trope of "appear where they have or need to be as the plot requires", its why they are always the best kind of tertiary characters in eldar or other plots. Each Masque (their sub-factions) do their own thing as ordained by the Laughing God's will for enigmatic goals, so everything they do ironically has some twisted or noble purpose which varies from the schtick of each masque from masque.

We dont really know which Masque that Nocturne belongs to but you can very much excuse everything he does as wanting to make sure you succeed as a rogue trader for some unknowable goal later down the line that will greatly benefit the eldar, hence why hes so chummy with you and helps you out in a pinch or acts as a delegate, and ironically these would be 100% true as Harlequins literally patrol the Black Library where the entire wikipedia knowledge of 40k is restored.
