It was due to us wasting their time on a matter that was resolved as an "accident" and due to the resources wasted on the hunt for us. Also my friend who became a RT Desvum was not really a noble, he was a ex-navy breacher that got lucky to be given the gene-info for a Warrant since all his known family members were dead, he essentially had nothing but a small pirate-cutter ship by the time we made it planetside.
if he had actual proper power they wouldnt have touched him, and the authority of arbites goes usually above RTs depending on the situation, they got enough authority to arrest or hurt you if you go against a decree of the Lex, down to even boarding your ship for investigation.
I imagine it comes down to a good old balance of force of arms a lot of the time
