From the space marine stories I've read, marines with psychic abilities tend to have them manifest after they've joined the chapter. I would imagine chapters avoid taking in recruits with active abilities because that would interfere with the entry trials process

Quick rant: I saw a post about the "female" looking space marine heads that talked about the "sculp" of the heads having female features. Mother fucker, you dont know what the sculp looks like! None of us do! We only got a straight on shot of all the heads that were already painted, making it almost impossible to tell the sculpt from a single image. And GW seems to be experimenting with how they paint their skin/faces recently. To my knowledge, we have not had any images of the heads unpainted so there is no way to tell what the sculpts of the heads actually are. Rant over.

There's probably more craftworlds than we know of but they still seem both rare and less populated than a hive
