Yeah aside from the few occasions where lasguns are comically powerful it seems like (and i prefer to think) the guard favors las purely for logistical reasons

When resupplying is so hard shots per cubic meter of hold space really counts

But if you're a militia you just have an ammo factory

so these guys are not a stand in for the imperial guard

which means in HH you can field an army that's better than imperial guard (solar auxilia) or worse than imperial guard (militia) but not the imperial guard itself

If lasgun has problem, you are pretty much done for. Mechanical weapons can be disassembled and fix. What can you even do if a capacitor is burn? You need a welder to repair that stuff. If a lense is broken? Literal flash light. Lenses needs to be in sealed tube, otherwise the laser is significantly weaken.
