The tribes on Fenris aren't all white norsemen because that was never GW's intent — and because Fenris isn't solely an Ice World to begin with. The north pole is just the only part of the planet that isn’t unstable dogshit. Tribes migrate all over the surface and aren't locked to solely the snowy parts.

The tribes of Fenris are as diverse as basically any other Astartes homeworld. Space Wolves just have Viking theming, so people assume they are all white — despite that literally just being made-up fanon.
