Nukes in 40K never radiate EMP neither. It makes you wonder if they are real nuke, or just a lot of conventional explosive put together.
Just say everything is shielded and ignore it
Issue is that the shield are "powered", so they are the most likely to be affected by EMP.

Should be, but it would destroy stuff before the EMP does anything.
Oh, the best way to keep devices safe from EMP is complete isolation from the blast, like not even wiring anything out, or turn the device off...
That would mean that the maximal setting would have an EMP discharge several times greater than the blast radious
Both of which, you know, are not great for any kind of power shield.
