the economy of the imperium is a mess, all worlds have their own currency that is literally worthless off planet, so most of the macro scale stuff isnt about the monetary value at all but the logistical effort needed
the lasgun is the standard weapon of the guard because it is easy to make and ship
just about any world with a decent level of industrial development can make them and the charge packs are vastly easier to store and transfer than bullets
the imperium's manufacturing is also fueled by a chattel slavery system so even if the workers are paid they are paid a slave wage in ether local currency or full on company town style manufactorim credits that are only accepted at the stores in the manufactorim they are paid out from
