In general, I think my favorite evil faction is actually Caesar's Legion.

They are 100% delusional, probably are not cohesive anymore no matter what happened to Caesar, etc.

Like they get most of their dogs from Denver apparently which is a dog filled hellscape

Honestly, I would beg for them to make another appearance at least.

Technically all of their dogs in game are from Denver since you can talk to characters from there who train them. I would've loved if they had cyber-dogs however.

So imagine your first introduction being against raiders wearing power armor

"If that's how powerful somebody with scrap metal welded onto a power armor frame is. Imagine getting a proper suit."
