Bolter patterns are relics designed explicitly for astartes, scaling them for humans was never really a thought out portion of the design and, given the admechs general reluctance to change designs, they probably just didn't care to do so.
There's also only so much recoil reduction you can actually do to a bolter. it can be as ergonomic as you want but at the end of the day the difference likely doesn't actually matter
