and it is explained, they were teleporting him off planet when a spatial disturbance interrupted the transport signal, so they boosted it with a redundant beam and successfully transported him back to the ship, while the original beam was shut down but due to the spatial disturbance instead of simple fading away it rematerialized a copy of Riker back on the planet they'd just left.

So basically they had to double up the signal half way through to pick him up but they ended up with a version of him at both ends.

They unfortunately didn't realise this though so they left the copy on the planet behind

Honestly moving FTL is one theoretical implausibility, but stopping is the impossibility. Anything with mass would need a counter force, and without the means to stop with no friction, we'd be lucky to drift ad infinitum without obliterating ourselves on space debris
