and it is explained, they were teleporting him off planet when a spatial disturbance interrupted the transport signal, so they boosted it with a redundant beam and successfully transported him back to the ship, while the original beam was shut down but due to the spatial disturbance instead of simple fading away it rematerialized a copy of Riker back on the planet they'd just left.
So basically they had to double up the signal half way through to pick him up but they ended up with a version of him at both ends.
They unfortunately didn't realise this though so they left the copy on the planet behind
and didn't find out about him until like 8 years later, dude was just stranded on his own until then.
ST teleportation is like super in depth, millions of nanomachines rip your body apart at the molecular level, save the data and then remake you at the other point
