Unlike EliteWolf, I would say 8 to 10 regular arbitrators vs 1 SM. Despite the description of the weapons, arbitratior's executioner gun needs time to acquire the target and the "aimbot" ammunition is not infallible.
I think in one of the books, a group of scion can put an arbitrator fortress in shambles at no loss. It is true that they got the first shot advantage, but after a dozen arbitrators went down, they should have brought out bigger guns, but even then it wasn't enough.
Even for scion, killing SM needs a squad prepared squad, knowing the target they are dealing with, with heavy weapons. So arby needs a bigger squad. Edit: 1st half of the message is above.
Arbites vs SM really depend on how the combat goes.
Usually Arbites fight in places they know and in more defensive positions
Terrain is important
In city, arby has the upper hand. However, some stuff like SM reiver and especially incursor would delete the arbitrators. Those SM are more specialized, but still just normal SM.
If lasgun can make some SM pay caution, then SC marines can make SM run away.

SC gauss gun is more powerful vs armour than pretty much any heavy bolter in 40K.

Mass and speed is a powerful combination, but the mass could be an issue.
In 40K, most buildings can sustain SM, but it is not the case elsewhere, which could turn the field into death trap, so the speed can't be used there.
Fast but not like Eldar anime fast.
Their proportions make animating them moving with any degree of grace very very challenging.
Its gotten easier with Mark X and its more balanced proportions, but SM being modeled for tabletop minis first and actually being able to move second, means that SM actually being super agile is mainly gonna be lore fluff.
Like Spartans are way lower on the scale of Supersoldier when it comes to equipment compared to astartes, but Spartans are depicted more agile by an order of magnitude.
The Youtube astartes, touted as the canon representation of the SM, has a lot of issues of you think a little more closely of it.

In astartes, if it is lore accurate, not counting the 2 psychic enemies, there would be at least 3 SM died before reaching that point.
