Generally, spartans are believable in terms of being superhuman.
It is actually somewhat rare for Spartans to be shot at by physical ammunition in most of the books, and when they do, it is very often described as 'bouncing off'.
Even the armour lore, most of the plating is to house and protect the energy shield generator. The actual powered parts is the lower suit.
It is Sangheili shields that are described as failing in a couple shots. See First Strike, Ghosts of Onyx, Fall of Reach, and The Flood.
Insl see the opposite, they also avoid taking damage at all cost.
Well, not most of it. The fusion pack is in the back of the suit, on the upper spine. Most of the armor serves, as... well, just armor. You only see a divergence in GEN2 Mjolnir, when most capacity was transferred to the bodyglove. GEN1 and GEN3 both have back-mounted fusion packs with traditional armor distribution.
Especially when they don't have the shield. I think it is in some books about resurgency.
Post-war you do have instances of Spartans fighting Insurrectionists again, but most of them are Spartan-IIIs in SPI, which is 100% vulnerable to human caliber weaponry.
I recall that description started around H2/H3 with the Mk6 thing. Yes, the power pack is in the hard armour housing, the same as gen2.
The "powered" as in physical enhancement is with the under suit.

Those are known as force-amplifiers, and to state that the armor is there to protect it is somewhat misleading, as hydrostatic gel layer, and crystalline AI matrix—which is what gives the armor its billion-dollar price-tag—are also protected by hard armor.
