Hydraphur is Segmentum-level important, so there are thousands upon thousands upon thousands of Arbites on that planet.
For the moment, the Psyker Savants are former enforcer, but they didn't work with arbites.

The more time Rannick wastes, the more fuckwits are going to take pieces out of the Atoman pie. Grendyl wants this operation under his control, and solved in a strident manner.
Rannick fucked about too long and got not only a Commissar w/ an entire regiment involved, but the damned Arbites.
Also, the situation is deteriorating at a rapid rate, and nothing Rannick seems to do slows the decay of Atoma.
Maybe he is doing a bad job, Arbites on him too. So he's worried about being stripped of power and executed. He was found wanting.
