But yeah. Unless there's a just as powerful faction as the Imperium but does the whole Helldivers 2 Super Earth Federation thing, but with no corruption and is morally super good.. I just don't see a viable alternative. Especially in the grand picture of things. Hell I don't think the Imperium would let it happen to begin with, it would have to be another human civilization outside the galaxy and even then.. more lore changes, retcons etcetera. Would be fun to fight a rebel alliance 2.0 though as galactic empire 2.0. it just becomes Star Wars though wouldn't it? Then Warhammer 40k gets water down, nerfed and grim dark slowly fades away. Thus it might hurt the IP and some people might leave and they'll lose money. Unless the drip is peak of course.

I think adding a 3rd iconoclast type faction from rouge trader as a reference would or could maybe work. It just be difficult in universe and lore and benefit of the doubt, writers will have to retcon few things, go ham on character and world building etc. I think if one Space Marines chapter did support such a civilization they'd have a chance. They definitely need some type of good leaders and good people who don't get corrupted by chaos too. Plus you'll need your own counter part to the Imperium's respective organizations, such as their own Inquisition intelligence agencies etc.

Also the third faction would end up being a center point in the story. Where it's strong enough to hold it's own, and either the Imperium and Chaos try their best to win em over to tip the scales of the war. So it would open the door for trade, while being able to do business with Xenos etc.
Having a 3rd mostly human faction and having it be bigger than the sum of the Xenos factions would be really off-putting

The answer is no and no because neophytes would be assigned as scouts and deployed in a campaign normally
