Space Marines are, by and large, very diverse in their beliefs, but also generally less superstitious than the average Imperial
IIRC there's an instance where the Minotaurs square up with the Custodes, so at least one group of them doesn't respect them so much

The weapons get a mars patterned skin at max mastery, but I don’t think it has anything to do with value of the weapon

Imperial Edition skins are the Mortis Operatives, they're a secretive part of Grendyl's Warband.
Max weapon mastery unlocks the Mars Pattern skin, where in lore red is associated with the Cult Mechanicus and Mars, Forge World manufactured weapons would likely be painted red to highlight their superior quality.
I meant for the arbites deluxe edition, they are black skins instead of red
Lore behind the red Arbites is just pretty much that Black and Red are the signature colours of Imperial authority, and that is pretty much shared across multiple Imperial subfactions, from the Inquisition, to the Adeptus Administratum, to the Adeptus Ministorum.
Though it could also be because the Inquisition has requested extra support from the Arbites and red armour symbolises their secondment to Grendyl's Warband.
I haven't got Arbites yet so I haven't had a chance to check all of it, but "Noctis" description on the Red armour pieces might suggest it's from Mars, "Noctis Labyrinthus" is an uninhabited region of Mars.

Probably just a style choice, since they wanted the default look with red weapons to reflect the expected look of 40k miniatures, black with a red stripe looks distinctive as an alternate option.
Don't think too much about the names. There are plenty of places in 40K that take names of known places to some random places in the galaxy.
