How advanced is the IoM in 40k compared to other major factions?

Also, how common is FTL technology? I've read that IoM once encountered a xenos civilization that doesn't have FTL technology and it didn't really end well for them.

the Imperium has some technology no other race has, while being woefully primitive in other areas compared to the other two main intelligent races (eldar, tau)
