Sure, the Arbites can and do enforce Imperium law.

However, the goals of the Arbites and goals of the local police/Enforcers are different.

Generally the Arbites are basically a combination of the SEC and SWAT.

They do stop other crimes, but like you said, one of their main and most important goals is the Tithe.

Any law enforcement is considered secondary.
