Generally, Arbites, as their stated mission, enforce the Lex Imperialis. However their #1 focus is on the Tithe, since that's what the Imperium cares about most.
Over any other circumstances, the enforcing of the tithe collection is what they focus on. Unless if there's an outright insurrection.

The Adeptus Arbites is a gigantic organisation and its purpose is to keep imperial law, the Tithe is a part of that law and one of the premier ones, but not the sole purpose. They are not the tax police, but they no doubt have a pretty big part of the Arbites that is concerned with the Tithe.

Generally the Arbites are basically a combination of the SEC and SWAT.
They do stop other crimes, but like you said, one of their main and most important goals is the Tithe.
Any law enforcement is considered secondary.
