If they made a separate game where the Orks were the tide, even if it still was "Rejects" turned Acolyte, I would say yes this would work quite easily, but not in Darktide.

So some gun and 40K nerds make out that the Bolter, at least the first born ones, has the point blank range of about 100m... which is short, and the effective range is about 1000m.
So without helmet, implants or a lot of training, compensating the bullet drop for bolter is a pain.
Meanwhile, Plasma guns has only reach around 300-500m. The heaviest one get maybe 1000m, which by today anti tank weapon... is shit.

Someone think that Orks should be the/a new faction to face in Darktide, someone else explained that Orks are too strong to face as a Tide (for 4 Rejects/Acolytes)
Now person 1 ignored the parenthesis. Which devolved into shit flinging essentially
Xenos enemies without close to human combat doctrine would also have issues design wise with how you engage them

In the end, the issue isn't the Reject/Acolytes, those could in fairness be put against a tide of Orks, the problem is managing balancing both Orks, and the current factions in //.
Which here would be a massive weirdness
@opaque coyote if you mean the voice lines from Sepfoni, it's not likely to point to GSC, Crescent and Sword are really the symbol of an Eldar faction, more known for their rangers
Orks would have to be fewer most likely, which would get really weird with on-kill anything

As an aside, I think a Tide game where you're either playing as guardsmen within frontline trenches dealing with orks OR orks in same frontline trenches dealing with guardsmen would be cool

inquisition showing up is entirely at the discretion of the inquisitor, there's no hard protocol there
they can take over the investigation of a prole murder if they are so inclined
They do investigations if it interrupts the tithe in a bad way

Arbites basically sit on precint-fortresses dedicated upon every single Imperial world, their main job can involve any kind of crime as Tareldar said, the catch is it has to be something actually "serious" in their eyes that effects the Imperial Tithe.
They will let literal small civil wars happen for a governor to be replaced if it means the planet is run better, they wont lift a single finger.
But now say, some gang shootout accidentally killed thousands of civillians? They dont care.

Arbites having existed as an entity in the 40k universe for 30 years with defined characteristics is not overruled by excerpts from some rulebook.
Arbites are by definition and every available description the guardians and enforcers of Imperial Law in the Imperium. They are an Adeptus, they are not the Imperial Tax Police.
This is modern lore. Stuff gets old, retconned and rewritten. Either get used to it or just cross your arms and huff it off.
