The stagger is too weak, and stagging enemy alone is no good since there are so few buff vs stagged enemy and those buffs have lower bonus than many other alternative. Also, the damage is abysmal, stagging them is only a delay of enemy advance... but then if you need to switch to melee, then why not keep using melee in the 1st place.
