How about a crpg taking place during the Achilus Crusade, and while it starts off with you creating a Deathwatch (or maybe an Inquisitor) party, halfway through the game character creation starts up again and you create a Tau party
Haven’t fully decided on which system to run yet, but will eventually be running a dark heresy/rogue trader/adjacent 40k tabletop game.
One of my players have expressed a great interest in playing an Eldar, but to my knowledge, it doesn’t seem fully possible? Anyone smarter than me able to convince me otherwise or possible scenarios for a story hook or campaign that could fit an Eldar with a band of typical crews you see in rogue trader vessels or even warhammer groups

if you play the D100 system, Rogue trader do have Eldar supplement , and rogue trader retinue does includes Xenos
because rogue traders TTRPG you can play as an eldar
Rogue Trader has rules for some Eldar player character, and Dark Heresy might too (not sure)
and if you set yourself in M42 , Mankind and Eldar have a somewhat "positive" relationship

I was thinking more like something like Alpha Protocol or Way of the Samurai, with the game going from event to event with choice & consequence where one event impacts what future events could happen. It's just some events are played from the Inquisitor side and some from the Tau side. But that's just me going "wow this sounds cool I like my ideas".
considering cost and time I would mostly encourage to look for the one the systeme you and your player enjoy the most first

So Dark Heresy, Rogue Trader, Deathwatch, Only War and Black Crusade all share the same general mechanics, so it's not too difficult to copy rules from one into the other (some work needed to account for balance and occasional differences). Off the top of my head there aren't pre-written rules for having eldar in Dark Heresy, but they do exist for Rogue Trader.

But yes, the "base" power level of characters can differ quite greatly between the systems (particularly for Deathwatch, where players are space marines), hence the need to do some tweaking for balance.
OW Ogryn are fun, but Only War is more of a combat rpg, so you have less role play options than the other games.
But Ogryn don't really work well with the Dark Heresy hook of having your character be investigating stuff and all

I don't have any experience playing Only War, so no idea how ogryns kinda play out, but as cacti said it is much more combat-centric than Dark Heresy, so ogryns will be big combat monsters out of the box.

They could probably do kidnap some SM, change their minds and then return them to the Chapters

BT are a bigger than the DW or GK, and both groups are over specialized

Well, for generalist tasks, Inquisitors really just have to ask. Unless they're dickheads, Chapters will respond on their own. Astartes love running to fights that will kill them.
So doing machiavellian shit to create winter soldier Black Templars is a little too much effort for little reward.

It is funny with the DW because they recruit people from different chapter so they can be diverse to deal with different threats.
