Arbites get boltguns and full carapace, and are only really deployed as a "federal police" role. Doesn't make them barely better than the guard. Set 10 v 10 in a blank room and the Arbitrators are taking that fight most of the time.
Set it in an open field 50 v 50, Guard will likely win. We see this play out with IRL SOF forces.

SOF perform best when doing pre-planned ambushes and other light-infantry tasks. When faced up against infantry and forced to do infantry things, they take pretty severe casualties.
It's also why I discounted the Guards tanks. Any average SOF force will get rolled by a prepared armor force unless the armor moves severely incompetently.

Which SF are you talking about? Here in the CAF, 80% of the assaulters are experienced infantry.

Depends on the Arbites precinct-fortress strenght, the Kill-Team rulebook says some precints are armed to the point of fighting medium/small wars by themselves.
They are also special operatives to a degree so they can do more thinking than your average guardsmen regiment usually.
