From my gameplay experience, a hive city looks like cyberpunk, armor core, ghost runner and british

The poor often live at the bottom, almost permanently trapped indoors without ever seeing the sky

the clue is in the name itself, imagine a termite hive made of metal that reaches up into space
they are also often built in clusters
The outdoor bits we do see are a bit of an exception I think - spaceport and maintenance classes that need external access and exposure, but are still part of the "dirt poor"

I’ve considered that but I’m not sure if things like an Ork or Aeldari would be able to be a part of that if my players want to run those species
Especially if you are playing with friends, I would say enjoyment comes first, lore second - Inquisitorial/RT authority is weighty enough in Imperial societies
