Spartans don't have any product limits like that so they can be more easily mass produced but depending on what generation of spartan that can lead to lower or higher success rates, let's just say spartan 2 since they are the most comparable to space marines

While Spartans gear is less lethal than space Marines, given the numbers advantage and energy shielding even if Spartans lacked constant means to fell Marines they'd still drag out a victory
And Spartans do have gear powerful enough to kill a space Marine like spartan laser and rocket launchers
What about you take a space marine and a spartan 2 and let them just duke it out with no guns, just melee
