Its how I made my custom chapter the Grave Hounds for example, a Raven Guard successor who started out as Reasonable Marines before they got hit by tons of bad luck and lost enough recruits to the point that they started getting aspirants from feral worlds as a fleet-based chapter and just had most of their Chapter members turn into disciplined but wild reavers. Only reason they arent chaos is because their Chaplainry and squad captains/commanders are very good at keeping order.

Making any homebrew faction in 40k is no easy feat.
