these guys fought in the unifications wars, they held hope that they could restore something that will never exist, doing anything they can to recreate the great crusades by killing anybody they deem to be against the emperor's original ideas. they thought they could do this despite being a relatively small number of space marines surviving off of scraps they find while crusading.
The guys who land on terra only truly realize how pointless it all is because nothing about the imperium is salvageable. they could excuse fringe planets but terra itself hammers it home to them
When a setting is built on "you can essentially almost excuse anything with the right writing" it doesnt really matter in my opinion.
Like theres a limit I agree, but this is so low/medium on the spectrum that it kinda is whatever in the big picture of things.
