Basically most Viltrumites have a consistent level of strength with only Mark having wild variance.

Basically the only time he kicks ass is when he's really in danger/pissed off.

So the basic theory is that

Mark has Adrenaline due to being partially human while Pure Blooded Viltrumites don't

Honestly I think it's a combination of 3 things.

1. Mark holds back constantly because he's a hero. He hates murder and doesn't resort to it unless he sees no other way. Most Viltrumites aren't to say the least.

2. The Viltrumite genes becoming more dominant as time and training go on.

3. Mark has access to Adrenaline due to being in danger and stressed.

Maybe Viltrumites do have Adrenaline but due to their confidence on being so "perfect". Maybe they just don't care enough for it to activate until it's too late.

A flash of violet light exploded in the air.

And then, absolute silence.
