To expand on that, its largely a case of GW's literal cowardliness in just not wanting to portray some factions in the Imperium as super bad.

Its why you will never really see protagonist Guardsman line up an entire populace and march them incineration rooms or do IRL-ish war atrocities because it would alienate your playerbase who you are making to read this book to buy your models, they always gotta be the "different" ones out the entire genocidal war machine.

Its the same with the Salamanders, they literally in 9th edition in their codex supplement had to add an entirely new gimmick to one of their companies who burn entire populations alive to stomp on dissidents/"traitors" even if they find the duty "somber" since you can tell someone in GW realised the Sallies need some form of "bad quality" after like years lol

and this is important when most of the end-game big choices are locked to high ranks
