Generally it would be something only radical inquisitors would do, and maybe their underlings. Which means since theres a good chance of them being around more puritan inquistion members, who tend to be more common, thats a big risk.

Also theres the general risk in using xenotech and sourcing ammo for it a lot of times.

Its not impossible but I'd say its pretty unlikely.

Depends on whats being used though.

Its basically the same situation as a Rogue Trader, technically they have leeway to have xenos crew and use xenos stuff, but authority only matters insofar as you can back it up with force if you meet someone who doesn't care for that enough and doesn't fear you.

Depends on how radical the Inquisitor is, and what the warband is trying to do.

A small warband operating in a hostile environment could pretty freely use xenotech. But one operating alongside other Imperial forces could draw undue questions.

They typically go from recording Chapter secrets to recording Deathwatch secrets and keeping relics and sacred equipment, and are some of the only individuals allowed to do so.

The Deathwatch is pretty chill in regards to things like that, "as long as it doesn't effect your ability to fight, we won't ask questions as to what your chapter was up to."

Coincidentally to your question, the Blood Angels in particular contribute a large number of librarians to the Deathwatch.

This, Deathwatch librarians tend to know about quite a few things, but will decline to mention them up until it becomes a significant issue. The Deathwatch works through mutual cooperation, so they tend to be lax about your chapter origins. "Let sleeping dogs lie."
