When a new Chapter is founded in the 40k era, even before Primaris/Gruilliman returned, the High Lords and Ad Mech do have access to gene banks of all the First Founders. But they tend to favour the ones with no known deviances.
The Inquisition is especially paranoid towards any "new" Chapter that has sudden mutations.
