I see. Though a Space Marine Chapter that has Legion strength would be helpful nowadays. But the only one I see who are like that are the Black Templars. Even with the introduction of Primaris Marines, due to high attrition rates of the sector-wide wars they fight.
Guilliman kinda did have a Legion for a while, he had a lot of grey Primaris unified under a single command structure during the Crusade
They got split off into other Chapters as needed
Black Templars aren't legion strength
They have the most numbers though due to their eternal crusade bypassing the Codex Astartes restriction on the imposed thousand strong limitation.

and no one asks questions
marines nowadays also are much higher quality then Legionaries during the great crusade
a chapter cannot reach legion strength, not with the way marines are trained + used now
