I'd say it's a balance - having a cool world won't matter if your story is boring af or just bad, and having a great story won't really matter if your world is inconsitent (though I still feel like story should be the priority, ig)

If you worldbuild for worldbuilding's sake, then yeah, it should
what leads and what follows is always interchangable
But have it be stable enough to give a good start, then you build upon it alongside the story
LOTR started with simple bedtime stories and a simple line doodled on the back of a writing paper after all
this is a weird one but i always wondered if george orwell had an idea of his fictional world in 1984 before writing the story
the world building in that book is just so in depth for some reason
im sure he had something to start with, but it isnt called the creative process for nothing, what you start with is rarely what you end with
what if the story is only a minor part of the world itself

i mean, you could easily argue the war of the rings is a minor part of Tolkien's world literally only happening in the last part of the 3rd age
there is some 6000 something years of history before that war beings

it does and doesnt, it matters in that it adds meaning and context to some of what is happening in the story but it also isnt needed to understand the story itself
