Marines again are just blunt super soldiers and it changes from chapter to chapter, not all of them in majority are taught these things and are only tutored to stuff that actually matters to them. They aren't also Einstein level of intellect, they are brainwashed to be zealots to some extent and just be fascists ontop of that, even exemplar Chapters like the Ultramarines.
And its not "imperial sign language", its a special language called Thoughtmark the SoS have been using since the ywere founded, and again why would anyone in the Imperium know sign language? If the person cant speak or is deaf etc they'd just toss em around and not give a damn. The SoS probably just spoke expecting the marine to have some understanding of what shes saying before realising they are too dull-witted to really bother with it.
