and those happen even before Dark Imperium

but those incidents are so, so rare, literally thousands of years apart

its safe to still say he functionally doesn't do much at all in the material world

the conventional understanding (and the understanding i personally agree to) is that the emperor all but dying in the physical world basically magnified his psychic ability; ironically, he's closer to being Divine after dying than any other point

all of the insane across-the-universe psychic abilities he does in his current state are not implied to be possible at all back when he was walking around

you may also attribute this to the forced soul-cannibalism the Imperium gives to him, which he didn't endure before

consider that the walking emperor was the product of 1000s of psykers, the current emperor has who knows how many more

Not a clear answer to this but he's been noticeable more active since Cadia fell with things like Custodes getting visions and dreams much more clearly and often, reviving and possessing Guilliman, an upsurge in Living Saints and SoB miracles, and stuff like that. He also seems to have something to do with the Lion coming back but thats not as clear.

Granted, he may have been active a lot before that too and its debatable how much of its him but that's the pretty clear narrative of the lore imo, there's a clear escalation, a Nurgle daemon says as much in Godblight. It doesn't mean he's doing a ton we see but all signs point to him having a more active presence in more recent years.

The Dark Imperium series as mentioned above has a lot of this stuff happen and lots of acts of faith and the like. Generally when it comes up Sisters of Battle comment on how stuff which normally would happen once in a thousand years or at least super rarely seems to happen a lot more now. Kharn for example has made it a mission of his to go around killing Living Saints there's so many coming back or reviving recently.

Part of this was already happening leading up to the 13th since 40k for years has been a "One stroke from midnight" kinda setting but in general GW has a clear narrative of the bar being pushed and stuff getting crazier.
