Okay so wordsoup coming up since im a big Mundanaut, it has various reasons:

Firstly the House Gangs are allowed to exist because above the underhive the gang Houses have actual nobility to some degree (minus Cawdor and Delaque) and they all serve their uses to Helmawr as they serve the Imperial House with the shit they produce, chems, information, tech etc. Helmawr once got Van Saar to try and implement rocket boosters to Hive Primus as a precaution incase he ever wanted to secede for example before the project was abandoed.

Secondly it creats strife, the more House Gangs focus on each other and seek largely for Helmawr's favor the more they fight each other. One of the opening vox-reports for the planet proves this as he actively congradulates the increased gangfighting since its all underhive-level stuff that doesnt stop production all that much, any smart ganger knows not to mess with the wya of things.

Thirdly, if production is EVER actually threatened thats why the Palanite Enforcers exist, the rent-a-cop army of Helmawr who got the best gear and go down to crack heads and suppress gangs or any uprising the moment it happens.

Fourthly, Necromunda is a very successful planet, Helmawr's house has literally at the moment been toppled by a cyborg robot man (extremely long story) but the local Ecclesiarchy officials approve of this and the factories of the planet continue to produce what the planet is asked to make for the tithe so no one cares.
