People forget but every single Warhammer game's point is to make you go buy miniatures, or go read about the setting then get miniatures. Its
the entire reason GW approves of any project that gets offered to them in the first place, they never "task" a studio to make Warhammer games.

Its a long psychological con and it 95% of the time always works to some degree.

So including people like Guilliman and other primarchs is inevitable as long as they got a tabletop model.
