They can afford ogryn sized killing machines each one armed with enough weapons to wipe out a strike force
Necromunda enforcers would probably chew up a lot of other planetary enforcers like they're nothing

- One is through rulebooks and codexes, which they either have very long-time authors thats been with em write or from their own in-studio staff
- The other is the Black Library side-firm who sells all warhammer universe/IP books, those are just freelance writers who are deemed "capable" enough and can just mostly write whatever
They need to make a pitch thats acceptable
then if they get enough pull write the thing that got accepted

i heard terminator armours were meant to be farming equipment during the dark age
really early paterns are based on reactor maintenance equipment and mining gear
basically terminator armor was inspired and had some parts yoinked from armor that was used to repair fusion/plasma reactors
