The answer is Yes.
The Imperial Guard gets its regiments from any sort of planet that apply usually their culture into the way they do warfare. This is both an in-universe reason but also to allow you the player to be more free with homebrew abilities.
Its how you can have russian hussars fighting dark elves onboard a massive space station wreckage falling to orbit or 80's action movie vietnam veterans tussling it with doom daemons on a snowridden hellscape
Any way they would fight against orks is different
the general "consensus" is fight back hard enough and hope you can beat them and use a shit ton of artillery + burn their spores

Or it can awfully backfire since orks realise you are fighting hard and that means this is a good fight thus attract more orks

The administratum sometimes assigns a regiment to a paradise world accidentally

Basically the Administratum is THE head administration department regarding logistics, they work closely with the Adeptus Munitorum (munitions) to get the guard what they need.
Commissars are trained in seperate branches called Schola Progenium where you are basically in a fascist boarding school, if you act zealous enough you got the chance of ending up as a commissar.
They are basically non-regimental personnel who got no tie to the regiment's culture or home but if they are charismatic enough can be accepted to be actually one of them, or just remain far away and act in tandem to something like a napeoleonic era officer, threatening penalties or executing trouble makers. They are mainly political officers there to ensure morale is kept and sometimes can have mini-commissr aides who are training under them.

Like how the korps are (in a blunt understanding) are proficient at throwing bodies at the enemy until they're dead
